Upgrade setup-gcloud in GitHub Actions

User story / feature request
As a contributor to the warehouse, analyses, or infrastructure, I want our CI runs to fail only when there is an issue with the changes I've made, not due to underlying issues with CI itself. The setup-gcloud action version we're using recently fell out of maintenance, and needs to be upgraded.
Acceptance Criteria
We should use a newer version of setup-gcloud throughout CI runs, with plenty of runway for future support.
Notes
This error currently shows when attempting to use v0 versions of setup-gcloud:
Error: The v0 series of google-github-actions/setup-gcloud is no longer maintained. It will not receive updates, improvements, or security patches. Please upgrade to the latest supported versions: https://github.com/google-github-actions/setup-gcloud
