Update Metabase to v0.48.3

Cal-ITP team members experienced some strange behavior in Metabase dashboard subscriptions, specifically Slack not previewing the charts correctly.
It seems it may be improved by updating Metabase to v0.48.3 (currently at v0.46.6.1, and the release notes for v0.48.3 mention updates to Dashboard subscriptions).
