Docs: Update and Expand Sentry Monitoring Runbook

User story / feature request

As a warehouse or service maintainer, I want to be able to monitor new errors, repeating errors, and regressions in a structured manner. I know that Sentry exists, but I don't know quite how to approach it.

Acceptance Criteria

Update the old Sentry triage runbook to better reflect current working norms and expand guidance for first-time users, with an eye toward integrating Sentry's useful features into the workflows of internal Caltrans staff (the runbook was previously written by the Jarvus Data Services team as a largely self-facing guide). Additionally, make the runbook more discoverable from within other common docs locations, like the Cal-ITP data-infra docs site.

Notes

Where possible, outward-pointing links to general Sentry guidance are preferred over re-inventing the wheel with our own descriptions of Sentry features.
