Bug: sqlfluff started to fail on PRs

Describe the bug
@tiffanychu90 hit a snag in #3340 when her PRs started to fail with errors similar to sqlfluff/sqlfluff#5841.

Initial attempts to change the .pre-commit file failed.

To Reproduce
Submit a pr with this version of the .pre-commit file

Expected behavior
sqfluff: PASS!
