Metabase Unlabeled Route Email Alerting for All Agencies

User story / feature request

As Cal-ITP Customer Success staff, I want to receive a daily alert if the percent of unlabeled routes to labeled routes in a payments agency's data is greater than 10%

Acceptance Criteria

• a new collection has been created in Metabase called Payments Collection – Internal Alerts
• Within that, a new unlabeled routes table is created for each agency (including SBMTD) based on the external alerts table found at this link
• Alerts are configured in the same way as that example table, with each alert sent to hello@calitp.org
