Unable to use gem in rails 4

Hi,
When I installed gem 'animate-rails' (versioning 1.0.2) the app directory is not getting installed. Therefore, the index.css is not installed.
In turn, I am not able to add it to app scss using

*= require animate

animate-rails

+1 - Same here, not exclusive to Rails 4, I'm using Rails 3.
