core/config/local doesn't belong in this repo

The file core/config/local (https://github.com/camh-/lbr/blob/master/core/config/local) is a fragment for local configuration of configs. It contains the directory I store downloads in and my locale. This is not relevant to the core of lbr so it should be moved to a project directory.

It is likely common to multiple projects though, so think about somewhere else it can go so that this lbr repo is useful to others without getting my guff.
