[ADD] attachment_azure

Hello,

We have a customer who will run Odoo in Azure using Azure Blob Storage (https://azure.microsoft.com/en-us/services/storage/blobs/) for the Odoo filestore.

So we are planning to create a new module attachment_azure, similar to attachment_s3.

Do you mind hosting the module in this repo?
