add main and subordinate `tox.ini` files

Need to investigate the idea if we can have main tox.ini and some sub-tox.ini in the same folder

then we can have identical tox.ini that we set only via cannon run while sub-tox.ini might deviate for specific repository needs.
that will ensure that our environments are in sync across repos
