charms: Add a Makefile target to deploy a 3/4 units microcloud Juju deployment with a MAAS backend

In order to speed up the charm development cycle, it'd be nice to have a top-level Makefile target that would essentialy do the same thing as described in charms/setup/maas-setup.sh in order to create a dev MAAS cluster, pack the charm, and deploy it with the right number of units.
