Add percentages to popup panels in metrics page

I want to propose adding percentages to these pop-outs.

Expected behaviour

I "sometimes" look at the panels for how many people are on which release to gauge how many have upgraded. My poor addled brain needs to try then and "do math" to figure out what proportion has or hasn't upgraded yet. It would be fantastic if these dialogs had a percentage in them, as well as the raw numbers.

Steps to reproduce the problem

  • Get on the internet superhighway and visit the metrics page, hovering the mouse over the big colo{u}rful graph

  • Try and figure out how many percentage of devices are on each version

Rather than this:
