Add a configuration option to open the newly created document in an editor

GNU/Linux systems has $EDITOR, but Windows doesn't have anything similar. So, it would make sense to make this configurable in .talo.

We will probably need one configuration option to enable/disable this functionality and another to set the editor binary path.
