sticky element not working. please help me!!!

Hi all,

I have faced the issue.

sticky element not fixing in top. it has been also scrolling. i have checked with inspect element.

there is only 1 or 2 seconds it has been sticky. after that sticky element also scrolling. please help me to solve this.
