`rfkill: cannot open /dev/rfkill: Permission denied` in pivirt machine type

During startup, on boot, right before the shell prompt:
rfkill: cannot open /dev/rfkill: Permission denied
pi@raspberrypi:~$
Likely related to the Wifi configuration.
Does not happen with the pi1 configuration.
