Taiwan is incorrectly labeled

Taiwan is incorrectly labeled in "carmen / locale / base / en / world.yml", currently it's labeled as "Taiwan, Province of China", it should read "Taiwan, Republic of China". Please reference Wikipedia here: http://en.wikipedia.org/wiki/Taiwan
