Mirror contents of topics-and-qrels

Should we mirror the contents of
https://github.com/castorini/anserini/tree/master/src/main/resources/topics-and-qrels here in this repo so they're available across all our repos?
I say mirror explicitly because I don't want to remove from anserini, because they are nicely packaged in the jars.
Duplication isn't that big a deal, because relatively small... and keeping in sync isn't that big a deal because we don't update these that often?
