Add Visual Studio Project

Issue

While the CatWISE project is intended for use on Unix-based systems, libwcs is written with basic C and should be easily portable to Windows. It would therefore be a nice feature to have the ability to easily build it using Visual Studio for Windows PC.

Proposed Resolution

Create a vs folder in src and create a new Visual Studio solution that builds libwcs
