Enhancement Description:

Combine category and tab page, would also work with bookmarks and bookmark category as well.
Place creation of categories and editing of categories in the same space as the tab page so you can more easily organize tabs under categories. make the categories collapsible in this view to make managing the tabs and the organization simpler allowing you to drag the tabs under the desired category.
