Add .tool-versions to global git ignore

On the fence if I actually want to make this consistent. If I do, following needs to happen:

  1. create ~/.gitignore with .tool-versions
  2. git config --global core.excludesFile ~/.gitignore

Same for MacOS and ChromeOS
