rogue stack point with wrong time

When running some program track test, a single point in the stack has a wrong time.
need to clear stack manual over direct ACU http to clear error.
We should open this clearstack option up to the TCS server

Thanks Ronan! But one minor quibble: GET requests aren't allowed to modify state, so this should be POST.
