Allowing direct access to ACU via TCS

With PCAM potentially looking to adopt a Simons approach to telescope commanding where they directly talk to the ACU we should consider an options in the TCS to directly pipe requests to the ACU. Having the TCS control this interface would allow us to control who commands the telescope still. We have right we would have 4 instruments who would command the telescope with ticked boxed indicating commited TCS API users:

• CHAI
• PCAM
• Holography
• Pointing camera

Either way it might be a useful to have a way to talk directly to the ACU via the TCS (in a debug mode for example).

This'll happen in the authorization proxy layer, not the TCS.
