Bug for displaying cumulative deaths when there are 0 deaths

For the cumulative death view of deaths, PEI's title is rendered: "reported deaths in PEI". The plot is also rendered with a single flat line at 0. This bug appears to be linked to PEI having 0 deaths. It should probably show "No data available" for this plot as it does the other.
