Add support for "active" CSV datasets from Covid19CanadaArchive's datasets.json

Datasets listed as active and in CSV format in datasets.json (other formats may be supported later, particularly JSON) should be able to be searched and loaded in. Special code is required to handle dynamic URLs, passed as a string in the field url_fun_r.
