Harmonizing MB vaccine data

The "topline" vaccine number (https://www.gov.mb.ca/covid19/vaccine/reports.html), the underlying JSON value (7a5ef226-2244-47e0-b964-28c2dc06d5ae) and the sum of the HR-specific values (a57dc10d-7139-4164-9042-eb2242716585) all differ from one another. I recall that historically, the "topline" total doses number would be updated but not the second doses value. Should probably be consistent with sources, if possible, especially as booster numbers become a factor.

Check also what other sources report re: Manitoba vaccine numbers (e.g., OWID, covid19tracker.ca).
