Add static version of the final daily epidemiology update dataset

Since the epidemiology update dataset has transitioned to an entirely weekly dataset (replacing all the previous daily data), the final daily dataset should be used up to the point where it ceased receiving updates. Note that filtering by date of final update will have to be applied to this dataset.
