Cessation of reporting by several provinces in the PHAC dataset

In the latest version of the PHAC dataset, it seems NL and SK have both stopped reporting cases and deaths, at least in the most recent week of data. This is in addition to the three territories, which stopped report both case and death data long ago. As far as I can tell, both NL and SK plan to continue reporting data via their own websites. This has implications for calculating missing SK deaths (#81), of course. Since cumulative deaths are no longer being reported to PHAC, these calculations could only be done up to the end of 2022.
Update: it appears that death data are (now) still being reported for NL and SK in the PHAC dataset. Interestingly, NL does not report a weekly death value, but does still report cumulative deaths, meaning the weekly values can be easily calculated.
Closing for now as it seems only to really apply to the territories.
