Consider not providing Canada-level data for highly incomplete datasets

The Canada-level testing dataset is too incomplete to display at the Canada level. It should have a clear indication of completeness or otherwise be cut off when the PHAC testing dataset ended.

Solved by #53 and ccodwg/CovidTimelineCanada-js-dashboard#1 (for visualization).
Should probably add some additional documentation in the README, but can consider this closed for now.
