Nebular line resolution

Now that we are tracking the resolution of the stellar libraries explicitly, we might add nebular lines with appropriate resolution (when known) instead of estimating it from the wavelength grid spacing in https://github.com/cconroy20/fsps/blob/master/src/add_nebular.f90#L45
