move data around

I would like to move the files from data/home/ into data/etc/skel/ so that all new accounts benefit from these changes, including the root user (so root login can launch a fully-configured gui if desired).

This may create problems for any files that are path-dependent or that require customization post-install, hence this is a ticket and not already a finished change.

done, the data now all exists in expected paths, allowing a simple recursive copy directly onto root.
