Add ability to provide base buildspec for auto pull requests

It would be nice to be able to provide a build spec to use as a base for auto pull requests.
Doing this would allow customers to be able to set up additional phases to the build if needed for example starting up docker if they want to build an image as part of the build.
This could be implemented using the function mergeBuildSpecs
