add regionmask

Add regionmask package, user requested (HS ticket 53790).
Tested using mamba install regionmask as well as pygeos (and cartopy which we have anyway) in an otherwise empty environment, installs fine (regionmask=0.9.0=pyhd8ed1ab_0 and dependencies). Not yet tested in Jaspy-like environment.
Some conda installation instructions at https://regionmask.readthedocs.io/en/stable/installation.html referencing the above packages. (Note that pygeos and cartopy are not auto-installed for dependencies, so presumably some functionality is possible without them.)
