[CLI-3] Explore Hegel AI intergration

Part of compute brokerage because the idea is for people to use Cedana to spin up Hegel AI testing. After testing it, write a PR into Hegel, adding the ability to launch instances and run training/inference tasks.

My gut feeling is that working on this will expose ways and APIs to get info off of an instance, so it will be super valuable to see how this breaks and the gaps we have in the code (leading to more tickets lol).
