ceph_conf_overrides doesn't work

When i using: "ceph_conf_overrides:" with "global", it work.
But when i using "ceph_conf_overrides:" with "client.rgw.{{ hostvars[inventory_hostname]['ansible_facts']['hostname'] }}", it create new section [DEFAULT] instead of add pamameter to section [client.rgw....]
