ENH: Add generic indicator to the generated API.

It would be nice to be able to do icclim.fraction_of_total(data, threshold="1 mm/day) (for example).
To be consistent with ECAD, we could create a similar catalog like IcclimCatalog or GenericCatalog and auto generate the API from that.
