MAINT: Fix or remove TODOs

Description
There are currently 20 TODOs in the code base, they polute the sources and we should try to fix them or remove them if they are outdated.
Alternatively, if a todo is important and cannot be fixed quickly, a dedicated issue should be opened on our github.
