I want my url to be shortened compulsory

What steps will reproduce the problem?

1. When I type a short url,
   2.while posting with bit.ly enabled
   3.it is not shortened

What is the expected output? What do you see instead?

I am a member of bit.ly and I expect all the url that I post be shortened
by this service regardless of it being short.

Please provide this option

What version of the product are you using? On what operating system?\
