Eyebrow: Incorrect spacing at mobile

Describe the bug
Margin between the Eyebrow and the Heading 1 at mobile is set to 30px and 15px at desktop. The space should be 15px at both mobile and desktop.

To Reproduce
Steps to reproduce the behavior:

  1. Go to '(https://cfpb.github.io/design-system/foundation/headings#eyebrow-heading)'
  2. View at mobile and desktop
  3. Inspect spacing between the Eyebrow and Heading 1

Expected behavior
The margin between the Eyebrow and Heading 1 should be 15px at both mobile and desktop.
