Consider NOT RECOMMENDing protocol versions in DSTs

For the sake of backwards compatibility. From the list:

e. Domain separation (Sec. 3.1): I believe that if needed for backwards
compatibility, it is not a disaster if we omit the version number from
the Tag. Maybe it is worth a "NOT RECOMMENDED".

I didn't feel strongly about this, and @kwantam's comment over in #283 seemed similar. So, closing.
