i have already installed chaosblade operator in my k8s cluster,after modify my pod to add annotations, target pod failed to pull
image of chaosbladeio/chaosblade-tool-arm64, because pod want pull image from docker.io

Describe what you expected to happen

change the imagepullpolicy from always to ifnotpresent

How to reproduce it (as minimally and precisely as possible)

1. in offline environment of k8s cluster,you can reporduce it
