Re-name Value WG to OSPO Metrics WG

Part of the CHAOSS/TODO collaboration is to turn this working group into the OSPO Metrics WG. In order to start working on this, I've (1) opened this issue to request changing the repo name and (2) opened a PR to change the README file: #183
