Zooming in breaks scrolling on mobile device

I have a chart that i would like to zoom and pan in 'x' direction. When i zoom the page so only the chart is visible, any drag movement in 'y' is ignored, and any pinch movement zooms the chart, not the page. This leads to a situation where only the chart is visible, with no way to navigate back to the rest of the page.
