Story description
Support for adding, editing & removing phone call alert channels via the CLI. This should work nearly identically to the existing SMS channel, with the following exceptions:
- Only a single phone number per channel
- Not all countries are supported; the following are whitelisted in v1:
Australia
Brazil
Canada
France
Germany
India
Netherlands
Norway
Vietnam
United Kingdom
United States
