Deprecate chef generate app

Chef generate app is a leftover from the workflow era and it wasn't entirely useful. Speaking about chef generate internally it's clear there's a lot of confusion around what this command was for and when it should be used. A lot of people have been using it to generate repos and other things we incorrectly documented at one point. Users would be in much better shape if we just skipped the command altogether.
