kitchen-vcenter doesn't load on Windows

Description
Although we bundle the transitive dependency win32-security gem so that net-ping works for kitchen-vcenter on Windows, the gem appears to be missing in Chef Workstation installation. This causes kitchen commands using a kitchen.yml based on vcenter driver to fail with error as below
