Power Plant Map Is Hard to Use

From our December use interview and our January 3rd conclusion action items we want to update the power plant map to make it easier to use. In my interviews users struggled zooming in and out on the map and finding their location, and sometimes they would zoom out and be looking at the whole world (even though the data only applies to the US).
