What is historical data license? Can it be downloaded somehow?

It is not clear what license for collected data. If it is free and open source then where can it be downloaded? If not, please mark it as well.

We're currently working on a REST API to access the data on our servers. We will wait with adding a license until the API is released. Please be patient.

Yet the access to API is not public.
What about the license for historic data? Is it possible to download historical data without API somehow?
