Update the database's filter accordion with a more reliable interaction

I've never been particularly pleased with the current filter accordion, which sometimes exhibits inconsistent UI behavior. I want to re-implement this using vanilla tailwind so we can drop the dependency on tailwind-elements and fix the UI issues.
