Replace "Disable this message by changing ksMessage to false in chocolatey.config" with "choco disable ksMessage".

Suggestion
Add new choco command disable <option>
. e.g. choco disable ksMessage
.
Why
I find it annoying to search for chocolatey.config, open it then edit it. I certainly don't want to explain that to mum over the phone.
That message will be removed soon enough, but it still might be a good idea to add a way to toggle settings via commands.
I don't want to explain this to mum over the phone either but for the curious:
I found the chocolatey.config
file located at C:\ProgramData\chocolatey\chocolateyinstall\chocolatey.config
and was able to edit it with a text editor, but I had to use the text editor as an administrator.
C:\ProgramData\chocolatey\chocolateyinstall

Removed the option entirely in 0.9.8.29. :)
