There is a known issue on MacOS. Ephemeral key generation uses the awdl0 interface MAC address to encrypt the AES locker key. When macOS reboots, the interface is assigned a new MAC address which makes the locker key inaccessible.

These interfaces need to be excluded as candidates for ephemeral key generation.
