Handle appbuilder initialization on windows.

In reference to the discussion here choria-io/general#41 we should lower case the comparisons to handle operating systems with case insensiive paths.

I dont know if appbuilder works well on windows - but thats another problem for later, we might perhaps just wrap this entire check in a condition to not do it on windows.
